摘要
地方政府政策执行力的强弱与政策执行效果的高低,关系到中央政府的认同度与地方公众的满意度。如何科学测量地方政府执行力是目前亟待解决的问题,而科学测量的关键在于测评指标体系的构建。本文以我国外资政策为例,在分析地方政府政策执行力影响因素的基础上,将平衡计分卡应用于地方政府执行力测评体系构建中,并选取不同地区负责招商引资的地方政府部门进行实证测评,将分析结果应用于政策实践中,以期为提高我国外资政策效能,提高地方政府外资政策执行力做出贡献。
The level of intensity and effectiveness of local government policy executive power, is related to the degree of central government recognition and local public satisfaction. How to scientifically measure the local government executive power is a serious problem, and the key is to build scientific measurement evaluation system. This paper takes foreign policy for example, it analyzes local government policy execution factors, and then based on the balanced assessment applied to local government executive power evaluation system construction, and selects different areas of the local government departments in charge of investment empirical evaluation, analyzes the results of policies applied in practice in order to improve the effectiveness of our foreign policy, so that to increase our foreign investment policy effectiveness and to make contribution to improving our local government executive ability.
