摘要
当前国有企业普遍存在党的领导弱化、党的建设缺失、从严治党不力的现象。而国有企业领导干部,身渉党政机关和企业两大干部管理系列,是中国干部队伍中的"特殊"群体,也是整个干部管理工作的薄弱环节。深化国有企业改革,要进一步加强和改善党的领导,实现党的领导和党建工作的法定化,创新国有企业党组织发挥政治核心作用的途径和方式。要改革国有企业领导干部管理体制,从严选拔国有企业领导人员,建立适应现代企业制度要求和市场竞争需要的选人用人机制,健全民主选举选拔干部的具体制度。要进一步完善党的监督机制,加强企业决策监督、经营管理监督、国有资产监督,切实贯彻国企反腐倡廉"两个责任"。要进一步落实国有企业党建工作责任制,完善国有企业党建工作领导体制和组织体系,加强国有企业基层党组织建设和党员队伍建设,推进不同类型混合所有制企业的党建工作。
Problems of Party's leadership being weak;absence of Party building and governing Party strictly ineffectively exists in the State-owned Enterprise currently.As the cadre of both party and government and enterprises,the leading cadre of State-owned Enterprises is a'special'group among the cadres in China and has been the weak link of cadre management.Deepening State-owned Enterprises' reform calls for strengthening Party leadership,legalizing Party building work and innovating the path of State-owned Enterprise's Party organization playing the role as political core.The system of cadre management in State-owned Enterprises should be reformed.The employment mechanism should guarantee that leading cadres of State-owned Enterprises are selected strictly and democratically and the needs of being modern enterprises and adapting market competition are answered and responded effectively.Party's supervision mechanism should be improved,which includes supervision on State-owned Enterprises' decision making,management and assets,to carry out the 'two responsibilities'of anticorruption in State-owned Enterprises.The responsibility system of Party building in State-owned Enterprises should be further implemented.The leadership and organizational system of Party building in State-owned Enterprises should be improved,which calls for a sound system in basic level Party organization.What's more,Party building should be promoted in mixed ownership enterprises.
