企业参与职业教育策略变迁机理及政策启示 被引量:22

The Strategy Change Mechanism of Enterprise Participating in Vocational Education and Its Policy Implications

摘要 成本与收益是影响企业培训的决定性变量。不完全竞争市场条件下的工资挤压效应改变了企业培训成本与收益的格局,形成了成本偏好和技能偏好等不同的企业培训策略。由于培训策略增长空间的差异,在"技术进步——技能变动——边际生产率提升——工资挤压效应"的动力传导机制影响下,企业培训策略由成本偏好性向技能偏好性变迁。在我国企业整体表现出成本偏好为主的企业培训策略的现实背景下,推动企业培训策略变迁,应提升技能需求与技能供给的对接效率,构建技能需求与技能供给有效对接的组织保障,完善技能需求与技能供给有效对接的制度保障,降低技能需求与技能供给有效对接的经济成本。 Costs and benefits are the decisive variables of enterprise training decision. In imperfectly competitive market conditions, wage squeeze effect changes the balance between enterprise training costs and benefits, and leads to different types of enterprise training strategy as cost-preference strategy and skill-preference strategy, etc. Due to the difference of these strategies' growth possibility, enterprise training strategy can be transferred form cost-preference strategy to skill-preference strategy with the influence of the dynamic transmission mechanism of "technological progress--skills change--marginal productivity gains--age squeeze effect". At present, Chinese enterprises have shown a preference for cost-based training strategy. In such background, to promote the strategy transformation of enterprises training, we should reinforce macro-plan and update the matching efficiency of skill requirement with supply, construct the organizational guarantee matching skill requirement with supply, improve the system guarantee matching skill requirement with supply, and reduce the economic cost of matching skill requirement with supply.
