摘要
《水污染防治行动计划》对水环境管理提出新的更高要求。为实现水环境精细化管理,基于计算机空间分析技术,探索建立可逐级细分的水环境网格化管控体系。依据广州市水环境现状,在8种水环境管控网格划分基础上,通过空间与行政尺度耦合,建立215个、1 062个、2 929个三级管控网格,提出重点水体、水生态敏感区、污染物排放等三类水环境网格化管理方案。基于"行政区-汇水区"的水环境网格化管理系统,为水环境管理信息平台开发、实现水环境精细化管理、保障城市水环境安全奠定了基础。最后,总结本方法的优点与不足,为今后水环境网格化管理提供参考依据。
Water Pollution Prevention Plan of Action has put forward higher new requirements on the management of water environment. In order to realize the fine management on water environment, a subdivided control grid system is proposed in the management process of water environment, which is based on the technology of computer space analysis. According to the current condition of water environment in Guangzhou, through coupling space to administration,215,1062,2929 three level control grid were set up which is based on the 8 types of water control grid and the paper puts forward water environment grid management scheme for key water environment, ecological sensitive water area and emission of pollutant. The "Administrative - Catchment area" water environment grid management system laid the foundation for the exploitation of information platform, fine management and the safeguard of security of water environment. In the end, this paper summarizes the advantages and disadvantages of this method in order to provide a reference for future water environment grid management.
