摘要
公共图书馆事业发展的基本指标和基本数据,表明了"中部洼地"现象的客观存在。国家战略支持力度偏弱、财政配套任务偏重、扶贫建设压力偏大等三大原因,是"中部崛起"的制约因素。穷则思变,谋划"中部崛起",需要在社会化发展上下功夫:一是主动融入国家发展战略,二是主动介入盘活社会存量资源,三是主动引导全社会参与。最后,需要构建适应全社会参与的公共图书馆治理方式,便于汇聚社会力量,是"中部崛起"的可行之道。
The basic indicators and basic data of the librarianship development confirm the phenomenon on lowlying land of central China. The three major factors, such as the weak nation strategy support, the heavy duty of financial support and the pressure of the construction of poverty alleviation, will exist for a long time to restrict the center China rising. Adversity leads to prosperity. Socialization in libraries is an effective method in the rising of central China. The first way is to integrate librarianship development strategies into the national＇s, the second way is to revitalize the social stock of reading infrastructure and resources, and the third way is to guide the social forces to participate in the librarianship development. Finally, the feasible way of the central China rising is to build new system of corporate governance in libraries, so as to facilitate the convergence of all social forces.
