摘要
针对2016年太湖流域罕见的特大洪涝,总结分析调度前充分准备、调度进行时的各类举措、调度指令执行及评估等具体实践,突出精准调度在有效抗御洪水中的重要作用。同时,结合江苏实际,对精准调度的成功实践进行了反思和提升,为今后的防汛抗旱工作提供了样板。
Concerning the extraordinary flood of Taihu Basin in 2016, in-depth analysis is made on measures of early- preparation before dispatching and during regulation as well as performance evaluation. The important role of accurate and precise regulation in flood defense and relief is highlighted. Successful experiences of Jiangsu Province in flood defense, in particularly measures for accurate and precise regulation, are summarized that set us a good example for flood control and drought relief in the future.
