摘要
划分土地利用分区,实施差别化土地利用政策,可以有效推动区域协调发展。广东省土地利用分区划分为珠三角平原区、粤西北山区、粤东沿海区、粤西沿海区。按照分区功能定位,依据土地利用总体规划实施周期,构建差别化土地利用政策体系:(1)土地利用总体规划环节;(2)土地利用年度计划管理环节;(3)土地审批管理环节;(4)土地供应方式管理环节;(5)土地利用评价与监管环节。
It can effectively promote the regional coordinated development by dividing land use zones and implementing differentiated land use policies. The land use zones in Guangdong Province include the Pearl River Delta plain area, the northwest mountainous area, the east coastal area and the west coastal area. According to the positioning of zoning functionality and the overall land use plan implementation cycle, the differentiated land use policy system is built in the following aspects： （ 1 ） overall land use planning; （ 2 ） annual land use plan management; （ 3 ） land review and approval management; （ 4 ） land supply management; and （ 5 ） land use evaluation and supervision.
