摘要
2014年东北三省经济增长速度为6%,比全国平均水平低1.4%,经济增长速度位居中国31个省级行政区后5位,东北三省因经济失速成为社会关注的焦点。为此,政府出台了一系列推动东北三省发展的政策,指出依靠创新驱动发展、健全区域创新体系,以此推动经济转型升级。因此,深入分析并准确评价东北三省技术创新能力,对提高东北三省产业技术创新能力、促进东北三省经济增长具有深远意义。选择东北三省高技术产业为研究对象,采用偏最小二乘回归模型分析东北三省高技术产业技术创新能力影响因素,据此建立技术创新能力评价指标体系并进行综合评价,以此发现东北三省高技术产业技术创新能力深层问题。最后,根据发现的问题提出提升东北三省高技术产业技术创新能力的相关政策建议。
The economic growth rate of three northeastern provinces is 6%,1. 4% lower than the national average level,and ranks the reciprocal fifth in the 31 provinces and cities in China,which has aroused the great concern from the society.To settle this problem,the government has introduced a series of policies to promote the development in the three northeastern provinces,points out that relying on innovation driven development and improving the regional innovation system can promote the economic transformation and upgrading. Therefore,it is very important to carry out the in- depth analysis and accurate evaluation on the technology innovation ability of three northeastern provinces of China so as to improve their technology innovation ability,and promote the economic growth. By taking their high technology industry as the research object,and using partial least squares regression model analysis,the paper analyzes the influencing factors of technological innovation ability of the three northeastern provinces of China,and constructs the evaluation index system in order to find the deep- seated problems. Finally,according to the problems found,the paper puts forward the policy suggestions accordingly.
