摘要
创新决定着一个国家未来经济增长的质量,而企业创新往往面临供给不足问题,因而需要政府进行补贴干预。利用2011-2014年中国上市工业企业数据,分析了国有企业、政府补贴与企业创新供给三者间的关系及其结构性特征。研究发现:第一,政府补贴提高了企业创新供给;第二,政府补贴对企业创新供给的促进作用存在结构性特征,即政府补贴对发明类专利、国有企业和资本技术密集型企业创新供给的促进作用更大;第三,政府补贴对企业创新供给的促进作用依赖于国企控制力的程度,即国企控制力弱化了政府补贴对企业创新供给的促进作用。因此,建议提高具有针对性的政府创新补贴力度,加快国企改革步伐,发挥市场在创新资源配置中的主体作用。
Innovation decides the quality of a nation＇s future economic growth. Since corporate innovation is usually faced with the problem of insufficient supply, it is necessary for the government to have interventions with subsidies. By making use of the data of China＇s listed industrial companies from 2011 to 2014, this paper analyzes the relationship between state-owned en terprises, government subsidy and corporate innovation supply as well as its structural features. The results show that, firstly, government subsidy has improved the corporate innovation supply; secondly, the promotion role of government subsidy has structural features, namely, government subsidy can play a stronger role in promoting the innovation supply of the innovative patents, the state-owned enterprises and the capital-and technology-intensive enterprises; thirdly, the promotion role of government subsidy depends on the degree of the controlling force of state-owned enterprises, which means that the controlling force of state-owned enterprises can weaken the promotion role of government subsidies. Therefore, it is suggested that the degree of the targeted government innovative subsidies should be improved, the reform of state-owned enterprises should be sped up, and the principal role of the market in innovative resources allocation should be given full play to.
