摘要
目前,全球大多数国家均发生着极度的地质灾害,严重威胁人类的生命与财产安全。而每个国家应对地质灾害的策略均不尽相同。其中,日本与美国这两个国家是当前全球上防灾工作做得较为全面的国家。这是因为在上个世纪,日美两国就已针对本国的地质灾害问题开展了立法工作,同时也不断地引进新型防灾技术,研究灾害发生机制,修建抗灾工程。在此基础上,两国根据自身国情有的放矢,大幅度提升了本国的抗灾能力,降低了地质灾害对本国经济建设的负面影响,其制定的详尽地面沉降防治规划,值得我们借鉴。
