预防职务犯罪工作具有超前性、主动性、广泛性和长期性。南京鼓楼医院针对南扩工程投资额度大、建筑体量大、施工难度大、社会关注度高等特点,以"工程优质、投资优良、干部优秀"为工作目标,不断创新预防方式,从思想上、制度上、服务上做好预防工作,切实建立起"有权必有责,用权必监督、违纪必追究"的约束机制,构筑"不想为"的思想防线、"不能为"的制度防线和"不敢为"的惩处防线,力争使预防意识真正入思想、入决策、入工作。
