摘要
本文根据2004-2014年40个国家的数据资料,运用成本收益法研究孔子学院对海外学生来华留学的影响。实证研究表明,整体而言,孔子学院的设立显著抑制了海外学生留学中国,新建一所孔子学院将使孔子学院所在国来华留学生数量平均减少0.3%;分国家而言,孔子学院的建立显著地促进了发展中国家学生来华留学,却显著地减少了发达国家的来华留学生人数。此外,所在国的经济发展水平与其来华留学生人数呈倒"U"形关系:在发展中国家,人均收入主要体现为留学的资金能力指标;而在发达国家,主要体现为留学的机会成本指标。文章的研究结论有助于我们重新审视孔子学院对我国教育服务贸易的实际作用。最后,文章在实证研究的基础之上,提出以孔子学院为平台促进中国教育服务贸易发展的相关政策建议。
With extensive establishment of Confucius Institute, China' s oversea students' undertakings have boomed in recent years. Based on the data of 40 countries during the 2004-2014, the paper explains the influence of the Confu- cius Institute on the foreign student' s education in China by profit-cost analysis method. The empirical results indicate that, in general, each establishment of the Confucius Institute has suppressed the overseas students studying in China; on average, each establishment of the Confucius Institute would decrease the overseas students in China by 0.3%. In particular, it has a significant effect on the developing countries, but it has a negative effect on the developed countries. There is an inverse 'U' relation between the level of economic development in the country and the quantity of its students studying in China; in developing countries, per capita income mainly reflects the financial ability of study; while, in developed countries, it mainly reflects the opportunity cost of study. This paper' s conclusions help to reassess Confucius Institute' role in China' s trade in educational service. Finally, based on the empirical research, this paper offers relevant policy recommendations to play Confucius institutes role in promoting China' s trade in educational service better.
