摘要
促进售电侧开放是我国新一轮电力体制改革的重要目标,加快售电公司的组建与发展是实现这一目标的必要措施。按照新电改及相关政策的思路与要求,首先明确了售电公司的基本内涵和组建资质;其次,根据售电公司的所属性质及满足条件进行分类;然后,归纳了各类售电公司的购售电途径及其特点。在此基础上,借鉴国外具有特色的成功经验,总结了售电公司的主要经营模式,并根据各类售电公司优势,提出适合其发展的经营模式。最后,结合我国电力市场的发展情况,提出了售电公司未来将要面对的技术挑战。
Promoting openness of electricity retail market is one of critical goals of power system reform in China. Accelerating establishment and development of electricity retail companies is a major way to accomplish this task. According to policy of new electricity market reform and related regulations, basic connotations and establishment qualifications of electricity retail companies were defined in this paper. In addition, electricity retail companies were classified according to different properties and conditions. Trading approach of electricity retail companies and its features were summarized. Management modes of electricity retail companies were derived based on experiences of foreign electricity retail companies, and suitable management modes were proposed according to their advantages. Finally, technological challenges were proposed in accordance with conditions and market situation in China.
