摘要 突出的水资源、水环境、水生态问题已成为黄河流域经济社会可持续发展的瓶颈。构建与"五位一体"发展相适应的水资源保护技术体系,成为促进黄河生态健康和经济社会可持续发展的重要基础。通过对水功能保护的理论发展和技术创新引领与驱动分析,提出了水环境综合控制、生态需水、水生态修复、地下水保护等领域亟待突破的前沿技术,并根据国家战略重点需求和技术发展优先导向,提出了促进水安全保障的深化基础理论研究、推进学科交叉融合意见。 The outstanding problems of water resources,water environment and water ecology have become the major bottleneck of the sustainable economic and social development in the Yellow River basin. Constructing the technique system of water resources protection which can adapt to the " Five in One" development strategy is the important foundation for the ecological health as well as the economic and social sustainable development of the Yellow River. According to the analysis of the function of water protection theory and leading and driving from the innovation of technology,this paper proposed the advanced technologies that was desiderate to breakthrough in the fields which included the intergrated control of water environment,ecological water requirement,water ecological restoration,and groundwater protection.Moreover,based on the analysis of key strategic demands by China and priority developments of technology,this article proposed the advices of strengthening the basic theory of water security research and promoting the interdisciplinary integration.
