南水北调西线一期工程调水配置及作用研究 被引量:11

摘要 南水北调西线工程是从长江上游干支流调水入黄河上游,补充黄河与邻近西北内陆河地区水资源的不足,保障该地区经济社会可持续发展的战略性水资源配置工程。按照突出重点、效益优先、先易后难的配置原则,初步拟定了调入水量配置方案。在此基础上,从保障供水安全、恢复区域生态环境、促进经济社会发展、维持河流功能等多个方面,系统研究了调水的作用和效果。 The West Route Project of South-to-North Water Transfer is an importantstrategic water resources allocation project,transferring water from the main stream and tributaries of the upper Yangtze River to the upstream of the Yellow River. It can supplement water resources to arid region of northwest inland areas in order to guarantee sustainable economic and social development. According to the allocationprinciple of stressing the key point,giving priority to efficiency and " easy ones" preceding " hard ones",water allocation scheme had been initially worked out. On this basis,the effects of water diversion had been systematically studied in many ways including protection of water supply security,restoring regional ecological environment,maintaining the function of rivers,promoting economic and social development and maintaining the function of river.
