摘要
我国职称制度经历了由职务任命到学衔、技术职称评定制、专业技术职务聘任制、职务聘任与职业资格双轨运行机制等几个阶段。本文梳理了新中国成立以来我国职称制度的演变过程,并重点对国家中长期科技发展规划纲要以及中长期人才发展规划纲要出台后职称制度改革相关政策的改革方向和改革要点进行分析,提出今后职称制度改革应根据职业准入、职业水平评价、职务任职资格评价的性质和特点,实现分类管理,并与职称制度法制化和其他社会改革等同步推进。
There have been four stages of China's professional title system since 1949. This paper reviewed the formation history and development of China' s professional title system, and analyzed the direction and key points of its reform especially after 2006. In the end, this paper made some comments to the development and reform and proposed a few policy suggestions of China' s professional title system reform in the future.
