摘要
人民健康在经济社会中具有优先发展的战略地位。研究基于对江苏省不同地区六个县级市的实地调研了解到,新农合重大疾病保障制度和大病保险制度虽能在一定程度上提高农村居民的大病保障水平,但仍然存在制度设计偏离预期、社商合作流于形式、监管稽核乏力等方面问题。伴随人口老龄化程度的加深,新农合基金使用率一再提高。在部分统筹地区新农合基金已经或者即将出险的情况下,继续依靠新农合基金推进大病保险显然是不合理和不可持续的。鉴于此,研究提出通过拓宽资金筹集渠道、精准确定帮扶对象、发挥商保机构经办优势及加强部门配合等措施,健全重大疾病保障制度,助力全民脱贫攻坚。
eople's health has a priority position in economic and social development. Based on the investigation in six eounty-|evel cities of Jiangsu province, it is learned that, although the new rural cooperative critical illness security system and the major disease insurance can improve the security level to certain extent, there are still some problems such as system design deviating the expectation, social-commercial insurance cooperation being a mere formality, lacking of strength in supervision and audit and so on. In view of these, this paper proposed that it should broaden financing channels, precisely identify target subjects, make commercial insurance agency playing roles and strengthen the cooperation among different agencies, to improve the security system of critical illness and help poverty alleviation.
