Due to the needs for war propaganda, modern Japanese officials used large amounts of newspapers to do the propaganda. One such example was 'Shanghai Times'. Initially, 'Shanghai Times 'was operated by the British. Since 1906 under the leadership of Japanese consul in Shanghai and with the support of the National Policy Agency, the Japanese used bribery of the editorial board, loans, secretive investment, and sole ownership of intellectual property to slowly take control of the Newspaper until it had full control, the said newspaper under the disguise of British ideology and British operation was strongly deceptive as a platform for discussing public issues. The newspaper manipulated by Japan and it endured the longest time in Shanghai and as an English newspaper in China.
