摘要
目的研究广东口岸进境集装箱蚊媒传入传播风险与防控措施。方法对进境集装箱检疫监管措施的合规性、可行性进行分析。结果广东口岸外来蚊媒通过集装箱传入传播的不确定性和危险性大,现行进境集装箱携带外来蚊媒检疫防控体系面临挑战。结论在口岸通关制度不断推进、口岸范围扩大趋势、口岸功能延伸趋势的大背景下,广东口岸进境集装箱检疫监管模式面临调整,建议实行分流监管。
Objective To study the risk of mosquito-borne invasion and dispersal in entry containers at Guangdong port, and the related prevention and control measures. Method To analyze the compliance and feasibility of quarantine supervision measures for entry containers. Results The current quarantine supervision system of foreign mosquitoes in entry containers faces challenges, because of the high uncertainty and risk of foreign mosquitos＇ invasion and dispersal through the entry containers at Guangdong port. Conclusion Based on the background of port-clearance system continually promoting, the trend of port area scope enlarging and port functions extending, the quarantine supervision pattern of entry containers at Guangdong port needs to be adjusted and a diversion-supervision measure is proposed.
