摘要
[目的]构建一套符合实际、科学性强、简单易行的县级医院土建项目建设效果评价指标体系,为四川省医疗卫生资源的优化配置提供参考。[方法]采用德尔菲法经过两轮专家咨询确定指标体系,运用层次分析法确定指标权重。[结果]构建了一套由4个一级指标、17个二级指标、56个三级指标构成的四川省县级医院土建项目建设效果评价指标体系;4个一级指标分别是"项目管理"、"房屋建设"、"职能落实"、"综合效益",权重分别为0.3217、0.2742、0.2017、0.2024。[结论]指标体系统计分析方法科学,可靠性较好,但还需进一步验证和完善。
Objective To construct a set of evaluation index system for civil construction projects in county hospital, which is practical, scientific and simple, and provides a reference for the optimal allocation of medical and health resources in Sichuan province. Methods Using delphi method, after 2 rounds of expert consultation to determine the index system, using analytic hierarchy process to determine the weight of all levels of indicators. Results A set of evaluation index system was constructed, which was composed of 4 primary indexes, two grade 56 indicators and three grade 17 indicators, 4 first level index was ＂project management, housing construction, the function implementation and comprehensive benefits＂ . Weights were 0. 3217, 0. 2742, 0. 2017, 0. 2024. Conclusions The index system is scientific and reliable, but it needs further verification and improvement.
