摘要
政府、市场与社会是现代国家形成过程中分化而成的人类行为三大领域,其界分原理是各自运行机制上的实质区别,并事实上构成了资源的三个分配渠道或三次分配体制。秉性和目标不同的三大机制在运行上不可避免出现互相侵入或覆盖的情况。国家治理必须对三者进行有效的政治统合,不同的政治统合模式和能力决定国家治理的效果。
Government, market and society are the three major areas of the human behavior different from the process of the modern state formation in human history. The principle of the demarcation is the substantial difference among their respective operation mechanism, and in fact they constitute three kinds of system of resource allocation. The three mechanisms invade or overlap each other inevitably because their nature and respective operation target is different and very conflicting frequently. National governance must be effective in the political integration of the three. Different political integration models and integration ability determines the effectiveness of national governance.
