摘要
建立宅基地退出机制是实现集体建设用地高效利用、节约集约利用土地资源的必然要求。文章首先定义了宅基地退出的内涵,并从宅基地退出内涵出发,分析了宅基地退出典型模式、不同模式的特点及缺陷,指出宅基地退出实践中存在农民利益难以保障、退出补偿有待规范等问题。文章最后从正确认识宅基地退出目的、全面客观评估宅基地价值、稳妥选择退出路径、完善相关管理环节四个方面提出了建立宅基地退出机制的建议。
Establishing homestead exit mechanism is a necessary requirement to save and intensive use of land resources. The paper firstly defines the connotation of the homestead exit. Based on the connotation, it analyzes the characteristics and defects of the various homestead exit models, and puts out some problems existing in the homestead exit practice, such as the farmers＇ interests cannot be guaranteed, exit compensation needs to be standardized and so on. Finally, some suggestions are put forward： understanding the purpose of homestead exit correctly, assessing the value of the homestead comprehensively and objectively, choosing a safe path to exist, and improving the relevant management aspects.
