摘要
与加大学前教育经费投入相伴而生的是提高学前教育经费投入效益,而对当前学前教育经费投入效益现状进行评估,了解经费投入效率整体脉络是提高经费投入效益的前提和基础。在构建科学合理的学前教育投入-产出评价指标体系的基础上,用DEA分析方法以2003-2013年的省际宏观面板数据为分析对象,得出我国学前教育经费投入整体效益不高、省际差异显著等分析结果。同时,对DEA稳定有效省份的特征进行划分归类,分析不同类型学前教育经费投入有效省份的特征。最后针对上述两方面结论分析所引出的学前教育经费投入效益不高、区域不均衡等问题,提出了组合出击、提高学前教育经费投入整体效益和因地制宜、促进学前教育经费投入的区域均衡两方面的经费投入对策。
Improving the investment effectiveness is becoming the important issue accompanied with the increasing total investment in preschool education. It is the most important issue to evaluate the current situation of the investment benefit of preschool education in China and to understand the whole context of the efficiency of the funds put into the preschool education. On the basis of constructing the scientific and reasonable input-output evaluation index system of preschool education, using DEA analysis method to analyze the provincial macro panel data of 2003-2013, the results showed that the overall efficiency of pre-school education funding in China is not so high as it should be, and the inter provincial differences are significant. And the results are analyzed furthermore. At the same time, the stable DEA efficient provinces are classified according their characteristics and the different types of preschool education funds in the provinces were analyzed. Finally, for the above two aspects, the inefficiency of preschool education investment and the imbalance of regional preschool education investment, we put forward two main strategies and recommendations: take combined action to improve the overall efficiency and promote the area balance of the preschool investment.
