摘要
国家有关校长教师交流轮岗制度在实施过程中,遭遇城市学校不愿放走优秀教师、教师群体热情不高且适应困难、政策实施效果欠佳等运行不畅的困境。经济社会发展水平的城乡差距、政策的合法性危机、管理部门协调失衡以及执行权责的下移是出现困境的主要原因。建议通过提升农村社会发展水平、协调各方利益、改革和完善教师管理制度及配套经费保障体系、加强有针对性的培训等多种措施,来推动城乡教师交流轮岗顺利运行。
Since the 21 st century, the exchange and work shift system of schoolmasters and teachers has increasingly become an important content of education policy text, and gradually become one of the most important strategy to balance the development of compulsory education. In the implementation of the policy, problems appeared in the exchange and work shift of teachers between urban and rural areas: the city schools are unwilling to let outstanding schoolmasters and teachers go to other schools,schoolmasters and teachers who participated in this activity have low enthusiasm and cannot adapt to the new environment quickly, and the implementation effect of the policy is not very good etc. The development gap between urban and rural areas, the legitimacy crisis of polices, the imbalance of management coordination and the inappropriate allocation of power and responsibilities are the main reasons. There are some suggestions to ensure better implementation of the policy: improve the development of rural areas, coordinate the interests of all parties, reform the related systems and guarantee supporting funds system, strengthen the targeted training, perfect the reward system, and give more humanistic care and so on.
