摘要
随着国家财政体制改革和部门预算改革的深化,预算绩效管理的地位与作用更加凸显。预算绩效管理应引起各级管理人员的充分重视,将绩效管理方法融入预算编制、预算执行和预算监督的各个环节。下一步主要工作任务是:贯彻有关法律文件精神,强化绩效理念;研究制定业务规程、实施细则和范本文本;完善绩效评价指标和评价标准;探索建立健全评价结果与预算编制相结合机制、绩效公开机制和绩效问责机制;开展预算绩效培训,加强专家队伍建设和业务人员能力建设,全面提升预算绩效管理质量。
With the deepening reform of the fnancial system of the State and departmental budget, focusing on the status and function of budget performance management is becoming more important. This paper argues that all the managerial personnel should fully pay attention to budget performance management, and incorporate the approaches to performance management into the formulation, enforcement, and monitoring with regard to the budget. The next major tasks will focus on the following aspects. In order to fully promote the quality of budget performance management, we should implement the guidance of relevant legal documents, strengthen the performance notion, and study how to formulate the procedures of operation, rules and model text. At the same time, we should develop index and standards to assess and appraise the performance; fnd a way to establish a mechanism for integrating evaluation result with budgeting, as well as performance transparency and accountability mechanisms; and carry out the training program. In addition, efforts to develop a team of experts and the ability of business personnel should be intensifed.
