20 Years of the “Vocational Education Act”:Achievements,Problems and Expectations

摘要 《职业教育法》自1996年颁布至今已有20年发展历程。《职业教育法》的颁布实施使我国职业教育全面步入法制轨道,奠定了我国现代职业教育体系的基本框架,促进了我国职业教育的繁荣。但伴随着我国社会经济的急剧变革,《职业教育法》工具本位的立法倾向、立法技术不规范、内容缺失、执法不严等问题已经严重影响了我国现代职业教育体系的建设。因此,加快《职业教育法》修法进程,制定体现权利本位、立法技术规范、内容完整、操作性强的新《职业教育法》已成为我国职业教育改革和发展的当务之急。 Vocational Education Act has existed for 20 years since its promulgation in 1996. It has propelled China's vocational education fully into the orbit of the legal system,built the basic framework of a modern vocational education system and promoted the prosperity of vocational education. But with rapid economic and social changes, Vocational Education Act, with its tool-centered legislative tendency,nonstandard legislation technology,lacking of contents,lax law enforcement and so on,has seriously affected the construction of a modern vocational education system in China. Therefore,it has become a priority for China's vocational education reform and development to accelerate the process of repairing Vocational Education Act and making a new vocational education law which is of a rights-based standard,standard legislation technology,complete contents and strong operability.
