摘要
2015年10月实施的《食品安全法》中,明确了对我国保健食品实行注册与备案分类管理的方式,改变了过去保健食品单一的注册审批制度。日本是最早对健康功能食品实施分类管理的国家,2015年4月也开始实施新的机能标示食品制度。为了解日本保健机能食品分类管理的现状,便于我国监管部门借鉴其管理经验,更好执行保健食品分类管理模式,本文梳理了日本保健机能食品制度的历史沿革,系统地介绍了日本保健机能食品分类管理的近况,对准入方式、可使用的原料范围、机能标示范围、不同类别的标志、标签等展开研究,学习到日本依据产品食用安全性、量效关系是否明确等因素,对产品采取三种不同的监管模式。这为我国保健食品监管的不断完善、为我国食品企业进入日本市场提供了参考。
According to The Food Safety Law which is published in Oct,2015,the implementation of Chinese health food classification management model with registration and filing is made clear,changing the single health food registration approval system in the past.Japan is the earliest country to implement classified management of health food,a new functional food labeling system has been carry out since Apr,2015.In order to understand Japanese administration rule of law on health food and study the successful experiences ,this article expounds the development of Japan's health functional food system,and the recent developments of classified management of Food with health claims.During the research on administration,range of raw materials,range of functional indication,logo of difference classification,label and so on,understanding that based on product consumption safety,clear dose effective relationship and other factors,there has been three different regulatory models in Japan.As a reference for further improving the administration system of health food in China,and a revelation for Chinese health food corporations' entering into Japan market.
