摘要
1958年至1959年,在"大跃进"与人民公社化运动思想动员下,密云水库移民搬迁迅速完成以支持水库工程建设。被仓促移出库区的移民在安置地区的生产生活长期得不到改善,至1961年春季,大批移民相继自发组织迁回未淹库区进行生产与生活。时值全国进行大调整和大调查,返迁事件得到密云县委和北京市委的高度重视,迅速采取措施防止返迁事件扩大,改变"大跃进"以来强调群众动员与思想教育的方法,转向关注农民经济生活,解决实际安置问题。
From 1958 to 1959, under the ideological mobilization of the ＂Great Leap Forward＂ and the People＇ s Commune Movement, the immigration of Miyun Reservoir residents was quickly completed to support the construetion of the reservoir project. In the resettlement, the immigrants＇ production and life were not improved in the long term, and to the spring of 1961, a large number of immigrants had spontaneously moved back to the non flooded reservoir to live. At the same time, the nationwide adjustment and investigation was under way, the returning event got the attention of Miyun County party committee and the Beijing municipal party committee, which rapidly took measures to prevent the expansion of the returning event, changed the method of mass mobilization and ideological education since the ＂great leap forward＂, and turned to paying attention to the peasant economy, solving the practical problem of rehousing.
