摘要
2016年7月,受厄尔尼诺影响,中国大部地区遭受暴雨袭击,"看海模式"、"海绵城市"成为人们普遍关注的问题。武汉市早在2013年投入129.85亿元来投资建设海绵城市,而2016年6月18日人梅以来,武汉在近一个月的时间里已经遭遇5轮降水,截至目前,梅雨量累计已超过850 mm,而常年武汉平均梅雨量约389 mm,超出武汉市蓄水能力范围。该文通过对武汉市海绵城市建设现状及存在的问题进行分析讨论,提出相应的应对措施,以尽快解决武汉市城市内涝问题,加快推进海绵城市建设进程。
In July 2016, most parts of China have been pounded with torrential rain which is affected by El-Nino phenomenon. “Seeing the sea” pattern and “sponge city” become a common concern. Wuhan municipal government has arranged 12.985 billion to make Wuhan turn to sponge city since 2013. The water-holding capacity of Wuhan has been overstepped after five turns of rainfall, and the cumulative rainfall is over 850 mm,which is outdistance 389 mm of the annual average rainfall. In this study, the construction actuality and problem on the construction of sponge city has been analyzed and discussed,some countermeasures are raised to solve urban waterlogging and accelerate the construction progress of sponge city.
