摘要
针对突发事件应急救援人员派遣问题,考虑灾民感知满意度,建立了应急救援人员派遣模型。首先,对突发事件应急救援人员派遣问题进行描述。其次,基于前景理论,建立了感知满意度模型,定量化地度量灾民的感知满意度。然后,考虑救援人员的能力,依据特征表现评价信息,计算救援人员完成不同任务的综合表现评价值。进一步地,以感知满意度最大与救援效果最佳为目标,构建了突发事件应急救援人员派遣优化模型。最后,通过匈牙利法对模型进行求解,给出算例分析说明了模型的可行性和有效性。
The model for the assignment of emergency rescue workers considering victims' perception satisfaction is proposed to solve emergency rescue workers assignment problem. Firstly, a description of the assignment problem of emergency rescue workers is presented. Secondly, the model of perception satisfaction based on Prospect Theory is proposed to measure victims' perception satisfaction quantitatively. Then, considering rescue workers' ability and according to the feature information of rescue workers, the performances of rescue workers concerning different tasks are calculated. Furthermore, a optimization model for the assignment of emergency rescue workers is built, in which the objectives are to maximize perception satisfaction and the efficiency of each rescue task. Finally, hungary algorithm is designed to solve the model with a numerical example to illustrate its feasibility and validity.
