摘要 教育信息化对于促进义务教育优质均衡发展意义重大。通过阐释教育信息化和义务教育优质均衡发展的内涵和基本特征,分析教育信息化与义务教育优质均衡发展的辩证关系:一方面,如果教育信息化措施得力,是义务教育优质均衡发展最便捷的途径;另一方面,如果教育信息化措施不当,则可能会成为义务教育优质均衡发展最大的羁绊。根据教育信息化与义务教育均衡发展的辩证关系,提出以下建议:实施倾斜化的教育信息投入政策,建设区域内"教育信息资源共同体";运用系统的思维来提升义务教育质量;坚持"教育为本,技术为体"的原则,促进学生全面发展;尊重差异,突出特色,利用信息化手段促进校际特色资源共享。 Information technology in education has significance to promote the high quality for balanced development of the compulsory education. Based on the connotation and basic characteristics between information technology in education and the high quality for balanced development of the compulsory education, this paper analyzed the dialectical relationship between them. On the one hand, if information technology in education is capable, it is the most convenient way to promote the high quality for balanced development of the compulsory education. On the other hand, if the measures are improper, it will probably be one of the biggest fetters of the high quality for balanced development of the compulsory education. So we put forward to the following suggestions: to implement investment policy information technology in education, construct the area of community resources of information technology in education; to use system thinking to improve the quality of compulsory education; to promote comprehensive development of students, and to share on intercollegiate characteristic resource.
