摘要
研究目的:在中国"一带一路"战略背景下,基于廊道设计方法,开展中国西部能源经济区城市体系评价,研究中国西部能源经济区发展战略。研究方法 :在借鉴已有相关研究成果的基础上,针对西部能源经济区鄂尔多斯市、银川市、庆阳市等跨越3个省、自治区的10个城市。通过对西部能源经济区各城市的人口、产业统计数据的研究,分别运用归纳演绎、图表分析、综合比较等方法进行研究。研究结果:(1)西部能源经济区发展较为落后,城市体系不完善,产业结构不平衡,处于功能转型和产业转型初期,城市间竞争多于合作。具有相似区位条件但分属于不同行政区域的地区在同类产业领域重复建设、无序竞争,浪费了大量宝贵资源。(2)西部能源经济区城市规模等级结构中,大城市数量较多,中等城市和小城市数量较少且分布零散,尚未形成特大城市和超大城市。西部能源经济区城市体系规模结构中间大两边小。城市规模结构的不平衡状态将导致中等城市和小城市的地域隔离,使其由于地理位置、交通条件、经济联络等多方面的限制,既无法与上一级城市形成联络,又很难带动周围城镇的发展,继而造成西部能源经济区城镇网络体系的不健全,严重影响西部能源经济区的城市化进程。(3)西部能源经济区内人口多数集中于南部农业发达地区庆阳和平凉等地,少数集中于北部工业发达大城市鄂尔多斯和银川,且人口数量呈现出逐渐向西北工业城市鄂尔多斯和银川迁移的倾向。人口分散集中于各个大城市而不是集中于同一城市的趋势仍在继续。研究结论:(1)应加快建设以鄂尔多斯—银川为中心轴线的城市体系,促进人口向西北迁移,优化西部能源经济区的城市等级结构。(2)亟需重视城市分工和城市体系的优化,加大第一产业和第三产业投入和发展,注重对能源资源的深层次开发和可持续利用。(3)建立行政协调体制,由银川统一行使跨界职能,协调政府间的利益;建立区域内部统一的专业化分工合作体系;加强城市体系层级规划,在能源工业生产、人口和产业集聚等方面共同引导能源经济区的城市化进程和产业发展,促进"一带一路"建设。
The purpose of this paper is based on the corridor design method, taking Western Energy Economic Zone where energy resource is abundant and the traffic is intersected as the research area to make an evaluation of urban system. Based on the existing research, the paper focuses on Western Energy Economic Zone including ten cities, such as Ordos, Yinchuan, Qingyang, crossing three provinces autonomous regions. Based on the research of statistics about the urban population and industry, the methods of induction deduction, chart analysis, comparative analysis are employed.The results show that 1)Western Energy Economic Zone is less developed with incomplete urban system and imbalanced industrial structure. The competition among cities outweighs the cooperation since Western Energy Economic Zone is on the primary stage of function transformation and industry transformation. 2) As for the urban scale structure of Western Energy Economic Zone, there are more large-sized cities and less medium-sized and small-sized cities. The medium-sized and small-sized cities are scattered in the area. And there has not existed megalopolis or mega-cities yet. The urban scale structure of Western Energy Economic Zone is large in the middle part while small in the two sides. Imbalanced urban scale structure induces to the regional segregation of medium-sized and small-sized cities, causing the limitations to location, transportation and economic connection. As a result, these cities neither make connections with upper level cities nor promote the development of towns nearby, which leads to incomplete urban system in Western Energy Economic Zone as well as a significant negative impact on urbanization. 3) Most of population in Western Energy Economic Zone concentrates on the well-developed agricultural area e.g.,Qingyang and Pingliang while only a small proportion concentrates on well-developed industrial cities e.g., Ordos and Yinchuan. And the quantity of population presents a migrated trend towards industrial cities in northwestern part e.g., Ordos and Yinchuan. The tendency that the population concentrates on several big cities rather than one still continues. It is concluded that 1) the construction of urban system taking Ordos-Yinchuan as the center-axis should be accelerated as well as the population migration towards northwestern part should be facilitated so as to ameliorate urban hierarchical structure in Western Energy Economic Zone. 2) The improvement of urban function division and urban system is urgently needed. We should stress on the investment and development of primary and tertiary industry as well as deep exploration and sustainable use of energy resource. 3) The administrative coordination mechanism should be established and granting Yinchuan to exert cross-regional functions so as to coordinate the interest among governments. The specific division and cooperation system within the region should be constructed. The planning of urban hierarchical system should be strengthened to facilitate the urbanization and industrial development in Energy Economic Zone from the aspects of energy production, population and industry agglomeration and to facilitate the "One Belt, One Road" strategy.
