摘要
在美国LEED认证和中国GBEL评级系统的基础上,简要回顾了美国和中国绿色建筑的发展进程。重点介绍了美国联邦建筑部门为建筑可持续发展所做的努力,包括完善的法律法规、国家政策、程序体系以及实施机构的尝试。目前,中国已制定了政府办公建筑的绿色发展战略,美国的经验可以从政策和程序角度为中国政府建筑的绿色发展提供借鉴。最后提出适合中国的政策建议。
This paper presents brief review of the progress of green building development in the U. S. and China based on the application of U. S. LEED certification and Chinese GBEL rating systems. Then,it focused on sustainable development efforts in the U. S. federal buildings sector,and its well-organized structure consisted of legal requirement,national policies and program,and building operation agencies ’ implementation efforts. As China begins to establish strategies for green development for government office buildings,the U. S. experience could shed light on green development and implementation of policies and programsfocused on government buildings in China.Finally this paper would also provide policy recommendations for China.
