摘要
2016年9月21日,美国交通运输部(DOT)与国家公路交通安全管理局(NHTSA)联合颁布《联邦自动驾驶汽车政策》,成为全球首个由国家发布的自动驾驶规范性纲领,提出了自动驾驶汽车安全评估、联邦与州监管政策协调等4个部分内容,进一步为自动驾驶技术提供了制度保障。目前我国在自动驾驶立法方面的进展相对滞后,未来应从落实《中国制造2025》战略关于自动驾驶汽车发展规划出发,构建协同管理机制,明确各项立法出台的具体时间点,完善各项配套措施,牢牢把握自动驾驶发展机遇。
The United States Department of Transportation(DOT) and the National Highway Traffic Safety Administration(NHTSA) jointly issued the world 's first autonomous driving standardization policy — ——"federal self driving car policy" on September 21, 2016. This policy includes four parts of contents which are autonomous driving vehicle safety assessment, federal and state regulatory policy coordination and so on, guaranteed autonomous driving can launch smoothly in the United States. Now China is lagging behind in the autonomous driving legislation, we should implement the 2025 China manufacturing strategy, construct collaborative management mechanism and clear the legislation specific point in time, to firmly grasp the opportunities for development of autonomous driving.
