摘要
大学院(系)治理制度选择深受历史传统影响。政策主导着中国大学院(系)治理的历史变迁,追寻政策变革历史即可获悉中国大学院(系)治理的历史变迁过程。中国大学院(系)治理的变迁过程经历了1949—1989年领导体制探索期、1989—2009年党政联席会议制度形成期、2010年至今内部治理结构完善期三个时期。领导体制探索期,中国大学院(系)领导体制经历了六次变更;党政联席会议制度形成期,中国大学院(系)治理经历了党政分工合作、共同负责;内部治理结构完善期,中国大学院(系)治理经历了党政联席会议制度的完善、教授治学制度和民主管理制度的初步形成。中国大学院(系)治理的变迁具有以下特征:与大学治理历史变迁具有同质性;政策主导整个变迁过程;历史变迁具有阶段性和连续性。
The choice of governance system of school in university is deeply influenced by the historical tradition. Policy dominates the historical changes of school governance in Chinese university. The historical changes of school governance in Chinese university can be learned through the historical changes of policies. The changes of school governance in Chinese university have gone through three stages： the period of leadership system exploration from 1949 to 1989, the period of Party-Administration Joint Conference System formation from 1989 to 2009, and the period of the internal governance structure improvement since 2010. During the period of leadership system exploration, the leadership system of school in Chinese university has changed six times. During the period of Party-Administration Joint Conference System formation, school governance in Chinese university has undergone the party-administration cooperation and co-responsibility. During the period of the internal governance structure improvement, the governance of school in Chinese university has experienced the improvement of Party-Administration Joint Conference System, the preliminary formation of the professor governance academic system and the democratic management system. The changes of school governance in Chinese university have the following characteristics： they are homogeneous with the historical changes of university governance; the whole process of change is dominated by policies; and the historical changes are continuous and periodical.
