摘要
发展状况的分析与评估是推进水利信息化的一项重要任务。由于表征水利信息化发展状况的因素较多,导致评估操作复杂且可信度不高。为此,根据对水利信息化发展状况的深入研究,提出一种基于主要指标年度变率分层加权的简要分析方法,并应用于对2011—2015年度全国水利信息化发展状况的分析,结果表明,该方法具有操作简单、表征性强和易于推广应用的特点。
The development evaluation is an important task to promote the process of water resources informatization. Due to the fact that it is so many factors for the development of water resources informatization, the evaluation is quite complex and with a low confidence. So, the study proposes an analysis method based on annual variable rate stratification weight of main index according to the development of water resources informatization, and applies to the analysis of the development of national water resources informatization during the periods of 2011--2015. The result shows that, the method has the characteristics of simple operation, strong characterization and easy to popularize.
