从悬浮到协商:我国地方社会治理创新的模式转型 被引量:52

From Suspension to Deliberation:The Model Transformation of Local Social Governance Innovation in China

摘要 多元主体是治理的核心内涵,也是对社会治理创新的基本要求,各主体的组合类型则决定了社会治理创新的绩效与合法性。审视当前我国地方的社会治理创新,其中非政治主体对政治主体的依赖性依然很强,治理体系的民主性和抗风险能力较弱,导致创新本身的合法性水平较低,因此符合等级型-悬浮社会治理的基本特征,是一种悬浮型社会治理创新。从主体组合角度看,悬浮型社会治理创新具有党委政府主位、公众参与缺位和专家主体错位等特征。因此,破解之道在于打破政治主体与非政治主体的非对称格局,可取之道是引入协商民主技术并以协商治理作为地方社会治理创新的阶段性目标,实现社会治理创新模式从悬浮走向协商。 Multi actors is the core feature of Governance Theory, and also the basic requirement for social governance innovation. Different combination of actors will lead to different performance and legality in social governance innovation. Examining the social governance innovation in China, the paper finds that non-political actors still depend on political actors, and the quality of democracy and the ability to resist risk are still week, which directly leads to the low legality of social governance innovation. Social governance innovation in China meets the features of susp^nsion grade type of social governance. Based on this, the paper summarizes social governance innovation in China as a suspension type innovation. In the suspension type innovation, party committee and government are the core actors, yet the public participation is absent and/or the expert actors participation are dislocated. The future development of social governance in China depends on breaking the asymmetric pattern between political actors and non-political actors. Deliberative democracy and deliberative governance will be benefit for this goal to change the model of innovation from suspension to deliberation.
