摘要
军转民过程中涉及到知识产权归属变迁问题与国防科技、军事、政治及经济等息息相关,它的顺利解决具有重要的现实及历史意义。把先进的军工科技成果有效地转向民用技术进行重新开发和应用,让这些先进的科技转变为解决百姓现实问题的生产力,可以有效于我国社会经济的飞速发展。基于军转民的核心问题着手,研究了知识产权的归属性变迁问题,并针对这一问题提出相应的政策。
Closely related to intellectual property ownership change and national defense science and technology, military, political and economic conversion process, has practical and historical significance of its important smooth solution. The results of advanced military technology to civilian technology effectively to the development and application of advanced technology to let these people solve practical problems of productivity, rapid development can be effective in the social economy in our country. The core problem of conversion based on research to change ownership of intellectual property rights, and puts forward the corresponding policy to solve this problem.
