摘要
实现公共服务供给与需求的有效匹配是公共服务研究的重要议题。我国现有的公共服务体系忽视了民众需求偏好和需求管理,导致公共服务供给不足与供需错位。为满足目标群体的公共服务需求,服务型政府建设要重视需求并强化需求管理,构建囊括需求调查、需求整合、需求传递与需求吸纳的需求管理体系,以更好地连接民众需求与服务供给,将自下而上的需求表达与自上而下的服务决策勾连起来,弥合供需之间的错位,实现需求信息与服务决策的无缝对接,提供适配性和精准化的公共服务。
To achieve effective matching of supply and demand in public services is an important issue of researches on public services. In China, the existing public services system tend to overlook the needs of the people＇s preferences and demand management, which leads to inadequate supply of public services. To meet the demand for public services suitable for the target groups, the service-oriented government should pay more attention to the demands and strengthen demand man- agement. The demand system of public services consists of demand investigation, demand integration, demand transmission, and demand absorption,in order to connect the public demand and service supply in a better manner, and to connect the bottom-up demand expression and the top-down service supply into an integrated system. This practice can bridge the gap between supply and demand, connect demand information and service decision-making process in a seamless way, and pro- vide proper and precise public services.
