摘要
在我国新型城镇化建设的过程中,旧城改造问题日益凸显。目前旧城改造项目的实施主体大多数是政府指定的国有企业,民间资本参与旧城改造项目尚有难度,而PPP融资模式(Public-Private Partnership,PPP)的出现在在一定程度上加强了民间资本在旧城改造方面的参与力度。文章基于我国旧城改造面临的问题,提出了适合我国基本国情的旧城改造的PPP融资模式,阐述了旧城改造中运用PPP模式的必要性与可行性,并且对旧城改造中PPP融资模式的资金结构、运作流程进行了分析,针对旧城改造现状提出相关可行性建议,运用PPP模式进行多渠道融资。
become inc During the construction of the new urbanization, the transformation of the old problems has teasingly prominent. The implementation of the main urban redevelopment projects is mostly state-owned enterprises designated by the government, participation of private capital redevelopment project is still difficult, and the emergence of PPP financing model strengthens the participation of private capital in the urban renewal area. Based on the existing problem of Chinese urban renewal, this paper puts forward the urban renewal financing model( Public-private-partnership, the PPP) financing model that is suitable for Chinese basic national conditions, points out its necessity and feasibility, and analyzes the framework of PPP model from financial structure, operational procedures and other aspects. Finally, according to current situation of old city reconstruction, it puts forward corresponding feasible suggestions, using the PPP model to multi-channel financing.
