摘要
有效的领导权是推进全球气候善治的必要条件。随着国际体系权力格局的流变,气候治理同能源结构革新的协同性不断提升,中美欧在气候治理上的三边博弈以及各自内部层面的影响因素从不同维度推动了这一变迁过程。在国际碳博弈格局中,中国的气候引领战略首先要提升自身的绿色实力来保持方向型领导力;结构型领导力的发挥需要通过大国协调来推进"中美欧"的协同领导模式,并强化"基础四国"和"南南合作"这两根支柱来聚合发展中国家阵营的合作能力;最后注重通过灵活谈判策略和气候公共外交的运用来提升中国的工具型和话语型领导力。
Effective leadership is a necessary condition to promote the goodness of global climate governance. Based on the theoretical anlysis of connotation and operating mechanism of four leaderships from the perspective of multidimensional power, this paper points out that four factors from different dimensions to promote the shif of leadership pattern are as follows, the flow of power pattern in the international system, the improvement of the coorination degree of climate governance and energy transformation, trilateral game of the EU, the U.S. and China, and domestic influcing facters respetivly. Against this background, the leading climate strategy of China in the international carbon game pattern should first enhance its green strength to keep the directional leadership; structural leadership needs to play through the great-power coordination to promote a EU-US-China collaborative leadership model, and strengthen the cooperation capability of developing countries camp through two pillars of ＂Basic Four＇and ＂South-South Cooperation＂; finally, it is necessary to pay more attention to flexible negotiation strategies and public climate diplomacy to improve China＇s discurive and instrumental leaderships.
