摘要
在构建江苏低碳农业发展水平评价指标体系的基础上,运用熵值法对2000-2014年江苏省和2014年江苏13个地级市低碳农业发展水平进行综合评价与分析,结果表明:2000-2014年江苏省低碳农业发展水平总体上呈现不断上升趋势,其中农业经济发展和能源低碳利用2个分类指标的评价值总体上呈现上升趋势,对江苏低碳农业发展具有较大的促进作用;资源减量投入指标评价值曲线呈"U"字型变化态势,资源环境安全指标评价值在一定区间内波动,两者成为江苏省低碳农业经济进一步发展的主要制约因素。苏南地区低碳农业发展水平较高,资源环境安全问题成为该地区低碳农业发展的最大制约因素。苏中地区低碳农业发展在全省处于中等水平,资源减量投入因素是制约低碳农业发展的关键因素。苏北地区低碳农业发展水平总体上偏低,但资源环境安全指标评价值较高。在此基础上,提出了推进江苏省低碳农业发展的对策建议。
Based on constructing an integrative index system for evaluating the development level of low-carbon agriculture,the paper used entropy value method to make comprehensive evaluation of the development level of low-carbon agriculture in Jiangsu Province from 2000 to 2014and 13 cities in 2014.The results show:from 2000 to 2014,the development level of low-carbon agriculture in Jiangsu Province displayed a rising trend,in which agricultural economy development and energy low-carbon utilization judged by the two classification index showed a rising trend in whole,and they have a great influence on development of low-carbon agriculture in Jiangsu Province;the evaluating value of the input resource reduction shows the changed trend of " U" shape;the evaluating value of resources and environmental safety fluctuates in a range,both are the main constraints of the further development of low-carbon agriculture in Jiangsu.The development level of low-carbon agriculture in South Jiangsu is relatively high,resources and environmental safety is the greatest constraints of the further development of low-carbon agriculture.The development level of low-carbon agriculture in Central Jiangsu was located at the middle level,the input resource reduction is a key factor of controlling the development of low-carbon agriculture.The development level of low-carbon agriculture is lower in Northern Jiangsu,but high in evaluating value of resources and environmental safety.On the basis of this,several suggestions were put forward from promotion of the development of low-carbon agriculture in Jiangsu Province.
