摘要
党的十八届五中全会提出了五大发展理念,即创新、协调、绿色、开放、共享的发展理念,这五大发展理念是引领我国"十三五"发展的科学航标。2016年教育部将建设开放大学列为我国"十三五"期间远程高等教育建设的重点工程,要求按照"四个全面"战略布局,落实创新、协调、绿色、开放、共享发展理念,探索具有中国特色、体现时代特征的开放大学办学模式,建设好开放大学。四川电大要实现开放大学建设目标,在进入转型升级的发展关键期,必须牢固树立并切实贯彻"创新、协调、绿色、开放、共享"的发展理念,坚持以提高质量为核心,以优化结构、深化改革为动力,推动远程开放教育的内涵式发展,这是"十三五"时期学校发展的重要思路。
The idea ＂Five Development Ideas＂, namely the concept of innovation, coordination, green development, opening up, and sharing, was introduced in the Fifth Plenary Session of the 18th CPC Central Committee and will be a ＂beacon＂ of the development for the 13th Five Year Plan. In 2016, the Ministry of Education listed the construction of Open University as the key project in distance higher education during the 13th Five Year Plan period. Implementing the above idea, exploring the operating mode with Chinese characteristics and running Open University in accordance with ＂Four-Pronged Comprehensive Strategy＂ are required. To realize the goal of being an Open University, at this key period of transformation and upgrading, Sichuan Radio and TV University must firmly establish and implement the concept of innovation, coordination, green development, opening up, and sharing, center on quality-improvement, and set structure-optimization and reform-deepening as the engine. Promoting intrinsic development of open and distance education will be an important approach for the development of Open University of Sichuan during the 13th Five Year Plan period.
