摘要
全面分析了造纸行业的生产状况和排污情况,并以此为切入点利用成本效益均衡法对造纸行业重点污染源进行了筛选及评估,提出了造纸行业重点污染源排污许可证需考虑的内容,为该行业进行行业总量控制提供了基础性的管理方法。
Based on the comprehensive analysis on production and pollution in papermaking industry, the key source of water pollutants was selected and assessed by cost-benefit equilibrium method. The content that should be taken into consideration for wastewater discharge permit system was proposed, which provided a method to control the total pollution in papermaking industry.
