摘要
多点执业背景下医师薪酬分配制度的建立是随着医师多点执业逐步展开必将面临的一项难题。医师多点执业的合法性缺失和医疗机构传统的人事管理制度是多点执业难以展开的症结所在,医师由"单位人"向"社会人"转变的过程依然需要一个漫长的过程。如何合理保障和均衡第一执业机构、多点执业机构、医师及患者的合法权益,如何设计多点执业背景下医师薪酬分配制度是一项重要课题。以我国多点执业实施的现状为背景,分析了多点执业医师薪酬制度管理存在的问题及原因,为多点执业背景下医师薪酬分配制度的设计提供政策性建议,为促进我国医师多点执业深入推行作出贡献,使社会大众能够及时享受更多更好的优质医疗服务。
Under the background of conducting multi-site practices, the establishment of the doctor' s salary distribution system has become a difficult problem that must to be faced. The lack of legitimacy and the traditional personnel management system of medical institutions are the key points in the practice of the multi physician practice. Changes in the identity of the doctor from "unit per- son" to "social people" still needs a long process. How to protect and balance the legitimate rights and interests of the first practice institutions, multi point of practice institutions, physicians and patients and how to design a multi point practice background physi- cians pay distribution system was an important issue. Based on the background of the status of China's multi point practice, it ana- lyzed the problems and reasons of the management of the salary system in the multi spot medical practitioners, and provided the poli- cy recommendations for the design of the physician' s salary distribution system. In order to make the contribution to promote the multi physician practice in China, the public ould enjoy more and better quality of medical services in the future.
