摘要
鼓励并发展多元化办医是当前政府和卫生主管部门的一项重要举措。结合福利多元理论和制度变迁理论,分析了目前将PPP模式引入医疗领域的现实背景和障碍,并探讨了目前适用于我国医疗领域的PPP模式,从法律法规的构建、监督管理机制的建立、风险分担机制的完善、防止国有资产流失等方面对PPP模式在医疗领域的应用提出政策建议。
Nowadays, encouraging and developing medical organizations with various form is an important measure took by the government and health authorities. This paper analyzed the background and obstacles of introducing PPP model into medical field and discussed the PPP model which is applicable to China＇s medical field using the welfare pluralism theory and institutional change theory. Many policy recommendations about the PPP model in the medical field were proposed, including the construction of laws and regulations, the establishment of supervision and management mechanism, the improvement of risk sharing mechanism and preventing the loss of state-owned assets.
