摘要
没有全民健康,就没有全面小康,所以要把全民健康放在优先发展的战略地位。文章基于全民健康与全面小康关系的理论,提出"健康保障感"的概念并将其作为衡量人民群众获得感的重要标尺,并论证了"健康保障感"作为衡量"获得感"重要标尺的内在逻辑,提出建立一个中国特色的优生优育、人文善终的全民基本健康保障制度,人民群众"有感"发展需要党和政府更加重视,需要领导干部和党员率先行动的系列政策建议。
There will be no overall well-off without the health of all the people, so health should be put in the strategic position of priority development. The author of this paper, based on the theory of relation between national health and overall well-off, suggested a concept of ＂sense of health and security＂ and took it as a vital standard for the evaluation of people＇s sense of achievement. He defined the connotation and extension of this concept, and put forward some suggestions including establishing a system for basic health and security of the nation, drawing up a series of policies to improve people＇ s consciousness by attaching more importance to it from the Party and the government, and the leading officers and CCP members taking the lead.
