摘要
公共政策效应的权利分析,是一个较新的视角,它一改往日公共政策研究中以成本收益、效率等价值观指导的简单分析。经济发展进入新常态的当下,民众的权利意识凸显,农民权利更是备受关注,它是建设和谐社会、实现中国梦的核心问题。"美丽乡村建设"是新农村建设的升级与继续,是一项重要的民生工程。本文通过权利分析方法构建的分析框架,基于经济收益权、生存环境权和自由发展权,借助行为研究、价值研究和规范研究三个维度,展现了"美丽乡村建设"相关政策对农民权利的关注。
The analysis of the right about public policy effect is a new perspective. It is a substitute for the simple analysis under the direction of value of cost - benefit and efficiency in the study of public policy. In the time of this ＂new normal＂ economy, people＇s awareness of the rights and the farmer＇s con- cern of the rights, and all these have become the core issues about the construction of a harmonious soci- ety and the realization of China＇s dream. The Construction of Beautiful Village is the upgrading and con- tinuation of the new country construction, and is also a livelihood project about giving back right to farmers. Based on the categories of rights of economic benefits, ecological rights and free development, by the three dimensions of behavior research, value research and normative research, this study shows the concern about the rights of farmers in the policy of beautiful village construction with the help of the analysis framework through the rights analysis method. The success of the construction of the beautiful country means the arrival of the era of the rights of Chinese farmers.
