摘要
结合我国国情水情,首先系统分析了水环境治理存在的主要问题,以及PPP模式在水环境治理中的特点和优势。其次,剖析了财政部PPP示范项目中2个流域水环境综合治理典型案例—南明河水环境综合整治二期项目和大理洱海环湖截污项目的运营模式特点。最后,总结PPP模式在流域水环境治理中的成功经验,为PPP模式在水环境治理领域中的应用提供指导。
The main problems of watershed management as well as characteristics and advantages of watershed management through Public- Private Partnership（ PPP）, was firstly analyzed in consider of Chinese situation and water regimen.Secondly,features of two PPP demonstration projects the Ministry of Finance： Phase- 2 project of comprehensive water environmental regulation of Nanming River and Engineering of sewage interception around Erhai Lake in Dali,were studied.Finally,the successful experiences of PPP demonstration projects were summarized, which will provide guidance on the practice of water environmental governance through PPP model.
