摘要
[目的 /意义]近年来,国内智库热催生了大批自称为智库的研究机构,也使智库评价成为一个热门话题。但是,究竟什么样的智库是好智库,似乎并没有一个客观标准。[方法 /过程]为准确把握中国特色新型智库建设的本质要求,正确引导智库建设方向,本文从现代智库的功能作用与运作机制2个维度出发,结合中国科协科技创新高端智库建设实际,深入分析了智库的价值取向、运作机制、影响拓展等重要内容。[结果 /结论 ]本文提出了好智库的12条标准,并对我国智库建设中存在的突出问题和发展趋势提出了自己的看法。
[Purpose/significance] In recent years, with the great development of think tanks, a lot of institutions call themselves think tanks and the work of think tank evaluation becomes a hot topic in China. However, there is no impersonal criterion for excellent think tanks till now. [Method/process] With the aim of grasping the essential of new types of think tanks with Chinese characteristics, and leading correct direction of think tank construction in China, this paper analyzed some key aspects of value orientation, operation mechanism, fund raising, and influence extension, etc. of modern think tanks. [Result/conclusion] Based on functional and mechanism analysis and the practice of CAST, this paper put forward 12 criterions for excellent think tanks, and also gave some judgments and opinions about think tank construction in China.
